The pad is glued to the squab frame and then needs to be trimmed to follow the outer edge of the frame. The white wadding material is then laid over this edge and softens the edge of the pad before the seat cover is fitted. Product was as described. Works well. I use it for measuring the amount of coffee for my drip coffee maker. I have not done any testing with respect to actual accuracy so cannot comment.
